Contexte :

 

Afghanistan has been subject to a protracted and complex crisis for over 35 years with a huge humanitarian distress as direct consequence. The humanitarian community has identified that 8.7 million people (25% of the population) have chronic needs which require long-term systemic actions to address. Hence, approximately 13.5 million people live below the poverty line (39% of the population); an estimated 10 million people (29%) have limited or no access to essential health services; while 1.9 million people (6%) are severely food insecure, predominantly due to a lack of or limited access to sustainable job opportunities. In addition, as reported by OCHA, at the end of 2017, there were 200’000 refugees returned from Pakistan – 57% of whom are children -, 180,000 undocumented returnees – 52% of whom are children -, and 100,000 Pakistani refugees – 71% of whom are children.
Since 1996, Tdh core expertise in Afghanistan includes Psychosocial Support (PSS), Vocational Training (VT), Informal Education, Access to Justice (A2J), Livelihoods, Labour Based Road Construction (LBRC) and strong involvement in outreach community based interventions in Child Protection in Emergency (CPiE), non formal Mine Risk Education (MRE), and Mother and Child Health (MCH).
LBRC, a road construction and maintenance project with a total budget of 7 millions – funded by Swiss Agency for Development and Cooperation (SDC) -, addresses the most pressing needs of the population in the region. Launched in October 2015, the project significantly contribute to: reviving the livelihood of many households through predictable income, rehabilitating vital rural infrastructure, ensuring access to services and markets throughout the year and providing openings for conflict transformation, social change and improve child protection.

 

General description of the position :

 

Under the responsibility of the LBRC Project Coordinator, the Head of Technical Unit Engineer will be responsible for the effective implementation of the LBRC project related activities though conducting and coordinating activities according to project standards, protocols, budget and timelines.

 

Contractual Conditions:

 

Expatriate contract under Swiss labour code 3 400 CHF (~2 950 €) 4 750 CHF (~4 100 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.
Due to the sensitive context in Afghanistan, this position benefits from a specific R&R policy, stipulating that every 10 weeks a one-week break outside the country is granted by Tdh through the covering – up to 1000 USD - of a round trip flight ticket. Post based in Rustaq with sporadic travel to Kabul and/or Dushanbe for Coordination meetings.
             

 

Main responsibilities :

 

Education: Relevant academic qualification (civil engineering) with at least master’s degree

Language: Excellent oral and writing skills in English C2, Dari is an asset

Experiences and aptitudes:

  • Experience of major institutional donors (like SDC) and significant projects and in developing local partnerships
  • Experience in coordinating community infrastructure programs with roads and bridges and a strong focus on rural areas, preferably in Afghanistan or with landscapes and socio-cultural contexts similar to Afghanistan;
  • Experience of undertaking similar on engineering systems for large non-profit organizations;
  • Experience in planning and implementing activities related to involvement of heavy duty machinery and equipments;
  • Experience and extensive knowledge of the relevant programs (Child Protection in a longer-term approach/LRRD/protracted crisis/resilience/Livelihood);
  • Experience with budgets and Logistic management;
  • Knowledge and expertise in M&E;
  • Report writing skills
  • Computer proficiency including knowledge of Autocad and/or similar softwares.
  • Excellent competencies in human resources management and good managerial skills (local teams).
  • Strong capacity and motivation for team work;
  • Sound personal organizational skills, including time management, ability to meet deadlines, multi-tasking, prioritization of tasks;

Profile :

 

Key responsabilities:

•           S/he provides expert technical oversight to project works. 

•           S/he is responsible for the overall coordination of a team charged with designing and road construction in respect of the project plans, budget and timeline in close coordination with her/his supervisor.

•           S/he guarantees respect of relevant national policies and the prevailing recommendations of concerned line Ministries, and local authorities,  as well as of internal Tdh Finance, Admin and Logistic procedures.

Fonction details:

He/she has to fulfill the following tasks:

Logistic and Admin

  • Review, facilitate and participate in the preparation of Drawings, Specifications, Bills of Quantities (BOQs) in coordination with Tdh team of engineers.
  • Coordinate and manage all Tender procedures, evaluations, analysis of received bids for rehabilitation works.
  • Prepare and write contracts for rehabilitation works and ensure that Tdh and local contract agreements clauses are respected.
  • Certify all payments after verification of work performed at sites in coordination with the Project Coordinator.
  • Advise on works that might eventually incur extra costs.
  • Assist his line manager in budgeting & financial management of maintenance and upgrading works.
  • Plan, organize and monitor the deployment on the field of construction vehicles and equipment.

Project’ engineering component Management and Technical Oversight

  • Perform detailed engineering survey, design and cost estimate and packaging of works for road maintenance operation.
  • Supervision and monitoring of construction and maintenance works
  • Monitor and inspect progress of construction works.
  • Check delivery of materials, overall supervision of the construction sites and make sure that works are done according to technical specifications and are corresponding in terms of quality.
  • Maintain proper records of all tests carried out to ensure quality compliance to construction sites.
  • Propose recommendations related to improvement of methods and quality of works.
  • Upgrading road safety and Perform road construction by a labour based approach.
  • Follow up the developed Road Maintenance Management System implemented by Ministry of Rural Rehabilitation and Development (MRRD) / National Rural Access Program (NRAP).
  • Monitor the upgrading, construction & rehabilitation of 37 km of Tertiary Road Network including retaining walls, water management facilities (side drains, mitre drains, etc), gully protection all based on MRRD standars.
  • Perform quality control on all LBRC construction activities as per MRRD and NRAP standards required, based on Afghan law.

Management team

  • Based on approved packaging and following the standard documents prepare agreements for works by length, worker and Road Construction Groups (RCGs) and bidding documents for contract works (exceptional).
  • Deployment of subordinates, lengthworkers and Road Construction Groups.
  • Manage and support the Bio-Engeneering team and work in close collaboration with the Bio-Engineering Engineer in topics related to landslide protection and gully protection.
  • Reinforce and build local capacities on road construction, bio-engineering and contract management.
  • Adequately ensure security of staffs in the road corridor according the related standards.

Internal and External Coordination

  • Assist the LBRC Project Coordinator to prepare Yearly Plan of Operations and work schedule based on approved project scope.
  • Organize and lead on a regular basis meetings of coordination within her/his team in Rustaq.
  • Under the lead of the LBRC Project Coordinator and in collaboration with the Deputy of LBRC PC, participates as an active member in regular internal coordination meetings.
  • Ensure the correct flow of LBRC operational information – under his/her portfolio - to the others departments in the delegation.
  • When requested, provides informations, data and pictures to the Regional Communication Coordinator in order to allow him/her to draft articles or required internal reports on LBRC’ activities for HQ.
  • Attend site meetings organized by Tdh and/or MRRD/NRAP at regular intervals, and distribute minutes of meetings his/he line manager.
  • Liaise with all relevant institutions (MRRD, NRAP) to guarantee an effective progress and conclusion of all construction in all sites.
  • Work in close collaboration with MMRRD/NRAP for maintenance on installing maintenance scheme.

Reporting

  • Fully responsible for the timely reporting of all construction, rehabilitation and maintenance operation.
  • Sumit on a monthly basis the progress reports from the construction sites to the LBRC Project Coordinator.
  • Provide information on a regular basis in relation to the contractor’s, performances, payments schedules as agreed, etc.
  • Responsible for submission of Semi-annual and Annual reports for the donors, in his/her frame of activities to his line manager.
  • Participate in the preparation of other reports related to the LBRC project. Carry out any other tasks requested by the LBRC Project Coordinator.

Child Safeguarding Policy-Safety-Security :

  • Knows and implements institutional policies on security, child protection, sexual exploitation and abuse and fraud prevention;
  • Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
  • Commits to inform the Country Representative and/or the Program Officer and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;
  • Respects Tdh security procedures in Afghanistan.
  • The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of Tdh, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern.

 

S/he will have direct access to information, such as the general strategy of Tdh in Afghanistan, including programming objectives in the field, financial details, and security guidelines.

The incumbent will conduct her/his duties in respect of the Charter of Tdh and Tdh Child Safeguarding Policy. Tdh expects that its contractors’ professional conduct reflect proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.
